Can I Back Up with the Curt Weight Distribution System part # 17301
Question:
Im planning to pull a boat and trailer weighing 6500 lbs with approximately 10 percent on the hitch. Im not planning to do a lot of backing up, but will need to at a launch ramp and to back the boat into my driveway. The trailer is already set up to use this type of weight distribution hitch, and I plan to add the sway control bar as an added safety measure. Is it possible to use this hitch for backing up slowly for the short distances as described?

The Curt Weight Distribution System part # 17301 that you referenced would allow you to back up in the situations you described. You will want to avoid tight jack-knife like situations though. In those situations you would want to remove the spring bars.
Even more so that goes for the Friction Sway Control part # 83660 you are interested in using as well. If you are backing up basically straight you would be okay, but if it gets tight you would want to remove this unit as well until you are done with the tight maneuvers.
The best way to pick out a weight distribution system is to base it off of the loaded tongue weight of the setup when it is loaded and ready to tow, this figure also includes the weight of any cargo behind the rear axle of the tow vehicle. I attached an FAQ on determining tongue weight for you to check out as well. Based on the figures you listed the part # 17301 you listed should do well for you.
