Yes, it is! The Curt Front Mount Hitch item # C31076 fits the 2021 Toyota 4Runner Pro but it requires complete removal of the skid plate and some modification. We've had quite a few customers do this successfully with your generation of 4Runner.
To keep the OEM skid plate, you'll have to remove the skid plate’s two front spacers and spacer washer locks. Removing this will allow you to fasten the front two M10 factory bolts. The two rear M10 bolts will need to be replaced with two smaller length M10 bolts that are at half the size of the factory bolts.
