The best hitch for a 2023 Toyota Tacoma is going to be the etrailer item # e98905. This hitch is custom fit and bolts to your Tacoma with included hardware. This is a class III hitch with a 2" receiver. It has a 6,000 lbs towing capacity and a 900 lbs maximum tongue weight that can be increased to 8,000 lbs when used with a weight distribution system.
The reason the etrailer hitch item # e98905 is the best hitch is because the crosstube mounts completely behind your rear bumper and leaves only the 2" receiver exposed. This not only helps with ground clearance but also looks better.
If you are planning on towing you will also need a wiring harness item # C56349 and a ball mount kit item # C45534.
I also recommend using the No-Drill Mount Bracket item # 18136 and the item # C42CR to secure the 4-way connector to your hitch. This will put it in an easy to reach spot and prevent the risk of it falling onto the road.
