For the bearing buddy to work as intended should the oute seal be removed ?

The only thing you'll be removing to install the Bearing Buddy # BB2717 is the grease cap on your hub. There should only be an inner seal for your hub and the grease cap or the Bearing Buddy will be the equivalent of an "outer" seal.
