I have confirmed with my contacts at Dexter, and the Electric Brake Shoe part # bp04-065 that you referenced was used on a very specific Dexter 2,800 pound axle. The correct seal for this axle is the # 10-42. This seal has an inner diameter of 1.75 and an outer diameter of 2.33 inches.
This axle was manufactured by Dexter and had a manufacturer part number 010-042-00. This axle was primarily used in the lightweight travel trailer industry.
