There are several components needed to flat tow a vehicle like your 1999 Honda Accord. To start you will need a base plate kit. For that I would recommend the Roadmaster XL Base Plate Kit # 1545-1.
Next, you will need a tow bar. For that I recommend the the Falcon 2, # RM-520. For safety cables you can use # RM-643. The coiled design helps keep the cables off of the ground.
For lighting I recommend the Roadmaster Universal Hy-Power Diode Wiring Kit # RM-154. I confirmed with Roadmaster that this kit will work on your vehicle. This kit taps into the taillights of your vehicle and will operate the turn signals and brake lights. I attached an install video for this product for you to check out also.
And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Even Brake proportional system, # RM-9400, that applies the vehicle brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
