Can the carrier be used to transport cargo while folded?

I guess in theory you can use the 24x60 etrailer Cargo Carrier for 2" Hitches # e98874 folded up to carry cargo if you were to use some ratchet straps, but you'd be much better off using it folded down which is the way it was designed to be used.
