Having put together numerous Curt 5th wheel hitches I definitely feel your frustration with the handle. I would start by removing the pin and seeing it the holes are lining up properly in the handle with the handle lock bar (5) and the portion of the handle that's connected to the jaws. The lock bar tends to sit just slightly off some times and can block the locking pin. You can loosen the bolts that hold the whole handle assembly together and then readjust the lock bar and tighten it back down.

If readjusting the lock bar doesn't fix the issue then it could simply be a manufacturer error and the holes weren't machined right. If this is the case then you would want to reach out to Curt for a warranty replacement.
