The part you refer to, part # H20046 is a trailer-side 7-way connector, and is not meant to be installed on a vehicle.
If you wish to tow a trailer equipped with a 7-way connector, and your 4Runner was equipped with the OEM trailer towing package, it will already have the corresponding 7-way trailer connector at the rear bumper that will accept the H20046 plug you referenced. If the vehicle is not equipped with the tow package, you can install a 7-way. You would first need to install a trailer wiring harness, using part # C59496 which would splice directly into the tail light circuits of the vehicle. I have linked you to an install video showing the part being installed on a different vehicle. The procedure on your vehicle would be fairly similar.
If the trailer you are towing does NOT have electric brakes, from this point you would install an adapter like part # 37185. The adapter would plug into the 4-pole provided by the # C59496, you would ground the white wire to the vehicle frame and all your lighting functions on the trailer would be operable.
If the trailer has electric brakes, and you want them to actuate, you would need to install a brake controller. I would recommend a proportional model like the Tekonsha Prodigy P2, part # 90885. I would also recommend the brake controller installation kit, part # ETBC7. In addition to the 37185 adapter mentioned above, it also includes wire, hardware and circuit breakers needed to complete the installation. The procedure used on your vehicle would be very similar.
