I recommend using the Demco Hydraulic Brake Actuator # DM72VR to replace your Atwood 85736 surge brake actuator. This actuator is rated for a trailer up to 7,000lbs with drum brakes and a pole tongue up to 3" wide. The actuator will allow you to bolt it to your frame so you will be able to cut off your Atwood and drill holes for the new actuator. Be sure to verify you have a 3" wide pole tongue.
We do have a Reverse Lockout # T4748800 if you do not already have free backing brakes on your 1999 Malibu Response DHM trailer.
