The instructions for the Roadmaster Direct-Connect Base Plate Kit # RM-524431-5 conveniently leave out the size of that factory bolt so you would need to look at the grade stamped into the head of the bolt and thread size to determine the correct torque setting.
The instructions have a small section with different sizes with their torque specs that you can use or you can also search online. I run into this quite a bit with other things that I've installed so I typically just search online for the safe torque spec for the bolt size.
