Is Underbody Trim Panel Reinstalled on 2023 Mazda 3 For Draw-Tite Hitch Installation

In regards to item# 24984: Step 1 in the instructions says: Remove underbody appearance panel: Using flat head screwdriver remove rivets from bottom appearance panel, using 10 mm socket, remove 1 screw from the bottom bracket attachment, per side. Press the bracket inwardly to release the piece from the plastic tab attached to frame rails. Return panel to vehicle owner. That trim panel is not mentioned again later in the instructions at all, so just to clarify, does Return panel to vehicle owner mean that that panel is just removed and NOT put back on afterward?

Yes, to install the Draw-Tite Sportframe Trailer Hitch Receiver # 24984 on your 2023 Mazda 3 you will need to remove that panel and it won't be put back into place.
Hitch instructions only mention this when the hitch either prevents the panel fitting back into place or there is excessive trimming that needs to be done on the panel for it to fit back in place so it's easier to just remove it and leave it off.
If you'll be using the hitch for towing I recommend installing the T-One Wiring Harness # 118808 to activate your trailer lights, and then you'll also need a ball mount kit like the Curt Towing Starter Kit # C45147. Be sure to check out the linked help article on ball mounts to ensure the 3/4" rise is correct for your application.
