The RV Sewer Elbow # T1039 is designed to connect to two 3" waste lines so you would need a different sewer elbow, like part # T1036 to connector to both waste lines in your current setup. It looks to me like the hub at the bottom of your elbow has a bayonet fitting glued into it increasing the overall length. The # T1036 already has bayonet fittings on it so it won't require you to glue in extra parts, giving you the extra space to get the cap on.

This installation shouldn't require any glue, simply unbolt the old elbow from both waste valve flanges and reuse the hardware when installing the new elbow. This new elbow doesn't come with a cap so if you're in need I'd also grab part # T1020.

From the inside of the flanges is approximately 5-3/4" and from the center of the 3" line to the end of the line is approximately 4-1/4". You can use these measurements to see where this would line up in your current setup.
