Yes, you can permanently install a 5th wheel hitch to your 1963 Ford Truck with a flatbed. You'll need to have a shop help you with the installation though since there are no mounting bracket options designed to fit your truck.
When it comes to brakes on your 5th wheel and using a brake controller on your truck the answer is yes, you definitely need a brake controller so you can safely tow your trailer. It varies from state to state but I believe as a general the most a trailer can weigh without having to legally use brakes is in the ballpark of 2,000 lbs which any 5th wheel trailer is going to definitely exceed.
To add a brake controller to your truck you need to use the Tekonsha Wiring Kit # 18252 as well as the Universal Installation Kit # ETBC7 and No-Drill Bracket # C57202.
From here we can then add our brake controller. Normally for an older vehicle I would recommend using a timeless classic like the Prodigy P2 # 90885 but for your application I recommend at least considering the Curt Echo Under-Dash Wireless Brake Controller # C27JR and pigtail # C51515. The reason I like this controller for your application is because you can install it up under the dash and then you adjust the settings with your iPhone or Android app. This means you get the safety of a brake controller while also maintaining the old-school factory look of your truck.
Once you have all of your settings configured the brake controller will operate on it's own and the only reason you'll need your phone is to operate the manual override, but Curt also made a work-around for this with the manual button # C83HR you can install anywhere in your cab so you can keep your phone put away while towing.
