Difference Between Roadmaster 4-Diode Universal Wiring Kits with Straight and Hybrid Cords
Question:
What is the difference between wiring kits RM-152-98146-7 and RM-152-1676-7 beside the 7-Way to 6-way adapter cords?

That's literally the only difference between the two wiring kits.
The Roadmaster 4-Diode Universal Wiring Kit # RM-152-98146-7 comes with a straight cord while the Roadmaster 4-Diode Universal Wiring Kit # RM-152-1676-7 comes with a "hybrid" cord that is straight on one end and coiled on the other.
I prefer the coiled option as it helps to keep the wiring above the ground easier. The only time a straight cord is better is if the tow bar has channels to route the wiring through.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
