I would be happy to make some suggestions for you. I will start with a hitch. I recommend the Draw-Tite Max-E-Loader Trailer Hitch Receiver item # 75726. This hitch is custom fit and bolts to your 2013 Toyota Highlander with included hardware. This hitch is compatible with weight distribution systems. I have linked an installation video below.

There isn't a harness available that will provide you with the needed 7-way connector so you will need two separate ones. For a 4-way wiring harness it will depend on whether or not your 2013 Toyota Highlander has the factory towing package. I have listed the options below:

With towing package - item # HM11141825

Without towing package - item # HM11141845

The second harness you will need is the Universal Installation Kit for Trailer Brake Controller item # ETBC7. The kit includes a pre-wired 7- and 4-way trailer connector that mounts easily at the rear of your vehicle with an included bracket. This kit is designed for use on a vehicle with an existing 4-way flat trailer connector and plugs directly into it.

For a brake controller I recommend the the Redarc Tow-Pro Liberty Brake Controller item # RED24FR. The Liberty is a proportional brake controller that activates your trailers brakes when your Highlander decelerates. It also has a unique installation method where the main portion of the brake controller is installed behind your dash and the only visible portion is the control knob. You will also need the Universal Wiring Harness for Redarc Tow-Pro Trailer Brake Controllers item # RED69FR to complete your installation.

The Blue Ox TrackPro Weight Distribution w/ Sway Control item # BLU36FR has a 200 lbs - 600 lbs tongue weight range which would be perfect for your 3,500 lbs trailer. It includes a 2" adjustable shank and a 2" hitch ball.

I have linked several review and installation videos below for the parts I have suggested. Feel free to email me back with any questions you may have.
