The only trailer hitch designed to fit your 1999 Pontiac Grand Am is the Curt Class II # C12040. This has a 1-1/4" receiver tube rated for up to 350 lbs of tongue weight. You'll need to make sure your wheelchair and carrier combined don't exceed this rating.
Since your wheelchair might obstruct the view of your tail lights I also recommend installing the T-One Wiring # 119178KIT and adding the Curt Auxiliary LED Indicator Lights # C53201 to your carrier (provided it doesn't come with a light kit).
I'm not sure if there are any carriers on the market that are compatible with a 1-1/4" receiver but I can say that the only cargo carrier we have with a ramp will only fit a 2" receiver so you'll need to look elsewhere for that.
