I have a 2021 puma 31 qbbh travel trailer with a GVWR 9995. Is that to close to maxing this system out?

Not at all! The Electric Ground Control TT Automatic 5-Point Travel Trailer Leveling System # LC672136 is designed for travel trailers with up to a 10,000 lb GVWR so since your 2021 Palomino Puma doesn't exceed that spec you can definitely use this system!
