If I use a frame adapter with this rack, does bike will be moving back and forth? And does frame adapter may scratch or affect my bike?

We have a great bike rack solution for you to get the secure fit you need. However, your hunch is correct about using a bike frame adapter bar with the SportRack Pathway Deluxe 3 # SR2703. The bikes can sway on the rack when using the adapter bar. However, your bikes will be safe if you use a padded adapter bar like the # 64005. This is because the hook that attaches to the bike has vinyl coating to prevent scratches.
To eliminate the worry about bike sway on the rack, the best route to go is with a rack that has 2 arms instead of a single mounting point. With this route, a great economical option is the Curt 4 Bike Rack for 1-1/4" and 2" Hitches - Tilting # C18030. The Curt 4 comes with a total weight capacity of 180 pounds and also includes anti-sway cradles to decrease side-to-side movement on the rack when using the # 64005. You can rest assured that you have the softness on the adapter bar and the secure fastening style you need.
If you have a spare tire mounted on your Liberty, you need a hitch extender if the center of your hitch pinhole measures less than 7-3/4" from the outside face of your tire. For a great extender, I recommend the # C45791. This adds 8 additional inches to your shank length to clear your tire. It is important to note that the weight rating of your hitch decreases by 50% when using an adapter.
If you need a compatible hitch on your 2006 Jeep Liberty, I recommend going with the Curt - 2" # 13044. The Curt hitch includes a super easy installation and comes with a higher-quality coating than the Draw-Tite option. With this factor, you do not need to worry about deterioration with the hitch.
I went ahead and attached helpful videos that show these products and their features.
