I realize that may not be optimum, but operating below the minimum tongue weight for the 1102inch is not indicated either.

Yes you can use the lower rated Gen-Y Torsion weight distribution shank part # GY54FR which matches your tongue weight range as well as drop requirement. You would need a sleeve adapter like you mentioned as well like with the # 325-GH-007 and you'd be set.
