Troubleshooting No Power to Brakes Using Tekonsha Voyager on International Truck
Question:
I have a international truck with air brakes, brake controller has power coming in on black wire, ground has been checked ,and if i put test light to blue wire the light on controller lights up and can get light to change color when i apply controller manually but no power going to pigtail on truck

Since your brake controller has power and you checked the ground already we can rule that out. I'm also assuming your truck is wired for a brake controller like your Tekonsha Voyager # 39510 and you don't need an air-activated controller like the # HA100400C.
Assuming that is accurate, if I understand correctly you're testing for power on the blue wire and it checks out, but when you test at your 7-way connection you don't get anything. Based on this information I would say you have a short in the blue wire or you need to check and clean your 7-way socket on the vehicle.
Make sure your 7-way is free from any corrosion or debris, and doesn't have any damage. If that checks out, then I would use the circuit tester and work my way along the blue wire while checking for a short. You may also need to run a new wire with the # 10-1-1.
