You said your Ford E350 does not have a towing package. From your question it sounds like you are looking at brake controllers and the wiring needed to install it. Brake controllers were an available option for 2009 Ford E350. Because the OEM Brake controller was an option on that vehicle, it would most likely be possible to install one at a later time. The controller and related equipment such as the wiring harness and trailer connector could be found online, but an aftermarket controller would be much less expensive. We get several questions a month from customers wanting to disable their OEM controllers and install an aftermarket controller which would lead me to believe that they were not satisfied with the OEM controller performance. I have linked you to an FAQ article that gives information about brake controllers.
If you have no trailer towing connectors, I would recommend the Tekonsha Prodigy P2 Brake Controller, part # 90885. This proportional brake controller includes a digital display, 3 boost levels, and continuous diagnostics. I have linked you to an installation video for this controller. You will need to hardwire the controller. I would recommend the Universal Installation Kit for Trailer Brake Controller, part # ETBC7. Finally, if you do not already have one, you will also need the 4-way connector like the Tow Ready Custom Fit Vehicle Wiring for the 2009 Ford Van, part # 118551. I have linked you to a couple of videos for these. I have also linked you to an FAQ article on the ETBC7.
If your van has a 4-way connector, I would recommend the Tekonsha Prodigy P2 Trailer Brake Controller with Adapter, part # 90885, and 3034-P. You will also need the Adapter 4 Pole to 7 Pole and 4 Pole, part # 37185. You will also need to manually run the brake blue wire from the brake controller back to the plug in the rear of the van. I have linked a video for this installation as well.
