The Roadmaster Even Brake Portable Supplemental Braking System, # RM-9400 uses an inertia sensor in the towed car to detect deceleration. The unit engages the brake pedal in towed car with an intensity that matches deceleration but if you are not moving at least 20 mph you are probably not moving fast enough for the inertia sensor to engage.
The second possibility is that the front of the unit is tilted too high. If the above does solve your issue, try adjusting the positioning of the unit, ensure it is level. Use the knob to lower the front to level.
