Dual Hitch Receiver that Keeps a Flat Tow Set-up at the Same Height with Minimal Rise for Bike Rack

What about part Gen-Y Hitch Trailer Hitch Ball Mount - 325-GH-315 Would that be possible for an hitch extender?

I do have another option for you, but you are correct that the Roadmaster Dual Hitch Receiver Adapter # RM-077-4 would not work with your Jeep sitting +2" already because you would be sitting with the Jeep at +4" with the # RM-077-4 adapter. We do have the Curt Dual Hitch Extender # D-192 which will maintain your current height for your flat tow set up and provide a second hitch receiver with a 5-3/4" rise for you bike rack. This is the smallest rise we have for a dual hitch adapter that maintains the height for you flat tow set-up.
The Curt Dual Hitch Extender # D-192 does have a tongue weight capacity of 350 lbs. which is less than your trailer hitch cut by 50% (500 lbs.) but it is still enough to carry what you need. The combined weight of the Hollywood Racks RV Rider Bike Rack # HLY64FR (which is the HR1700 and weighs 58 lbs.) and your 2 e-bikes is 188 lbs. which is well under the weight limit. The other thing you'll need to consider is the weight of your Jeep, the Curt Dual Hitch Extender # D-192 has a 3,500 lb. weight limit for towing.
