For a low cost Class III hitch that fits your 2000 Ford Explorer XLT I recommend the Curt Trailer Hitch Receiver - Custom Fit - Class III # 13540. This hitch features a bolt-on installation and a 2" receiver. It has a maximum gross trailer weight of 4,000 lbs and max tongue weight of 400 lbs. It also comes with a limited lifetime warranty.
If you plan on doing some towing, you will also need wiring and a ball mount. The Curt # C55345 will give you a 4-way to power your trailer's signal lights.. For a ball mount, the # C45030 would be a good option along with the # 63845 for a 2" ball.
