Without knowing the tire width or length of your particular Honda Metropolitan scooter, the best option we have is the Ultra-Fab Dirt Bike Carrier for 2" Hitches - With Ramp - 77" Long # UF48-979033. This carrier has a 500 pound capacity and does not have a tilting feature. It also comes with a ramp to make your loading experience easy and hassle-free. The carrier measures 77 inches long and has an internal track width of 5 inches. If your scooter's wheelbase is longer than 77 inches and the tires are wider than 5 inches, the next best route is to use a trailer like the Detail DK2 # K2MMT4X6.
If you need straps to fasten the scooter, I recommend the Erickson Ratchet Tie-Down Straps w/ Web Clamps and S-Hooks # EM31353. Also, for a locking hitch pin that supports the carrier as well as protects the carrier from theft, I recommend the etrailer Hitch Lock # e98882.
I went ahead and attached a photo of one of our neighbors using the # UF48-979033 with their scooter to provide you with perspective.
Also, as with all hitch-mounted applications, I recommend making sure that your motorhome and your hitch provide you with enough weight capacity that you need for your scooter. If you need a hitch, I recommend the Adjustable Width Trailer Hitch Receiver for RVs, 22" to 66" Wide # C13704. This hitch comes with adjustable brackets that are designed to fit trailer frames from 22-66 inches wide. I recommend measuring your motorhome's frame from left to right to make sure it falls into those parameters. Also, with the 500-pound capacity, you will be able to use the full weight rating available on the # UF48-979033.
