According to Remco Towing, which is our go-to resource when determining if a given vehicle is capable of being flat towed, a 1999 Ford Mustang with manual transmission is capable of being flat towed without modification. This being said, I would highly recommend you independently confirm this with your Ford dealer.

Due to the fact that it is only rated for 45 MPH, I would not recommend the Tow Ready # 63180 tow bar. I would recommend a tow bar that could be used safely at normal highway speeds, like the Roadmaster Tracker, part # RM-020. The RM-643 safety cable set is recommended.

To provide lighting to your towed vehicle, a simple and easy alternative would be a quality magnetic mount kit like part # RM-2120. The magnetic mounts allow the lamps to quickly and easily be installed or removed as needed. A magnetic mount system would also remain completely independent of the wiring system of your Mustang. For a more permanent solution, a hardwired option like # RM-154 which would tap into the existing taillight circuits can be used.

Many states require that a supplemental braking system like the Roadmaster Even Brake # RM-9400 be used. One of the FAQ articles I have linked you to goes into some detail explaining supplemental braking systems. I have also linked you to some other FAQ articles you might find helpful.
