What is the best hitch Bike rack for a RAD Rover 6 + Step thru bike. The Bike has fenders so I wasnt sure how the Hollywood rack would work

My recommendation is a hitch mounted bicycle rack that clamps the frame, but instead of clamping your bike's frame it will clamp a bike frame adapter instead. This rack will fit your RAD Rover 6 +, even if your bikes had fenders.
