There is something that can be done about your bike rack wobbling in your 2 inch hitch receiver, which is to add an anti-rattle stabilizer:
- Roadmaster Quiet Hitch for 2" Trailer Hitches # RM-061
The Quiet Hitch # RM-061 is really simple to use, as you'll slide one end around the bike rack's shank and the U-bolt around the collar of your hitch. Then you simply tighten it, and this helps reduce the movement and wobble in your receiver to give you a much quieter ride.
