When a controller is set to its maximum output it will send back 12 volts of power to the trailer brakes. If this is not adequate then it could be an indication that the full power is not reaching the trailer brakes or that the brakes need to be adjusted. It could also mean that there is something wrong with the brake magnets. But there is no way to go beyond the maximum output.

To test the output you will need a multi-meter like # PT89ZR if you do not already have one. At the maximum output the controller should be putting out at least 12 volts at the blue wire behind the controller. If it is not then there is something wrong inside the controller and it will need to be replaced.

If it is then test the output at the trailer connector. Some small drop in current is expected but it should still be close to 12 volts. If it is not then check for and clean out any dirt and corrosion on the pins and in the back of the trailer connector. If it tests low again then inspect the wiring leading to the trailer connector for any breaks or loose connections.

Make sure the trailer side connector is clean and free of corrosion and that the magnet wiring is intact and grounded to a clean and corrosion free bare metal surface. To further test the brake magnets you can follow the FAQ article I have linked. To adjust the brakes you will turn the star wheel adjuster, accessible through the backs of the brake assemblies. You want them to be adjusted so that you can here a slight but constant drag on the drum when you turn it.
