Can Swagman E-Spec Be Used on Front Mounted Hitch Receiver

Can the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2inch Hitches - Frame Mount be mounted to the hitch on front of 2008 tundra truck.

It sure can! A hitch on the front of a vehicle, like part # 65080 for your 2008 Toyota Tundra, sits close enough to the front axle that you won't see any significant difference in movement which is why bike rack manufacturers have no stipulations against and you can use the Swagman E-Spec # S94FR in this manner.
Just a few things to be mindful of, the bike rack and bikes will see the brunt of the elements during travel since it's at the front of your vehicles, and I would probably avoid using any sort of cover for the bikes as that would really affect airflow and how sufficient the cooling system on your Tundra will be. These aren't major issues though and people put the bike rack at the front of their vehicle all the time so you don't really have anything to be worried about.
