The part that you referenced above, the Pollak metal 7-pole Trailer connector # PK12703 mounts to the towing vehicle. This 7-pole, also known as a 7-way connector, supplies the trailer with signals for the following: trailer brakes, trailer reverse lights, an accessory 12V battery power, right and left turn signals, running lights, as well as ground.
Yes, the black wire is a 12V power supply on the 7-way vehicle connector and it will connect the vehicle battery to the 7-way vehicle connector. This will supply the connector and trailer with power when connected. Typically an in-line fuse is recommended for use when running the 12V wire from the vehicle battery to the trailer connector.
To give you detailed wiring instructions to install the vehicle connector I would need to know what vehicle you are installing the # PK12703 on. If you would like to send me that information then I could provide further instructions for you.
If you are wiring the cord connection to this part such as the Pollak Metal 7-pole Connector # PK12702 that runs from the trailer and plugs into the connector on the tow vehicle that you mentioned above the wiring of that plug has to match the wiring configuration on the vehicle connector.
I am not completely sure if you are wiring the vehicle connection or the cord on your trailer. Since you mentioned that you are trying to wire the new cord, if it is something like the # H20046, then the black 12V wire on the cord will connect to the positive terminal on your trailer battery.
I have included a photo showing how to wire the connection points on the the vehicle, and a diagram showing how the wiring is typically routed for a 7-way connector. I have also included a helpful article that explains the wiring configuration of a 7-way wiring connector, as well as a video installation for your reference.
