Yes, the etrailer Hitch Receiver item # e23ZR you referenced installs into existing weld nuts on your 2021 Toyota RAV4 with four bolts. This hitch receiver is custom fit and will not require any drilling. You will just need to remove the 4 plastic covers that keep the road grime out of the weld nut holes. If you are in need of a wiring kit to control your trailer's lighting functions I recommend the Curt T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector item # C56434. This kit provides a 4-flat connector. I have attached an installation video for this part as well.
