The cause is most likely a bad converter box on your Hopkins Custom Tail Light Wiring Kit for Towed Vehicles # HM56101. To test this you can have someone step on the brake pedal and use the LCD Digital Circuit Tester # PTW2992 on the input side to make sure the converter box is first receiving the signal. If everything is correct going into the converter then the next step is to test the wires on the output (4-Way) side of the converter. So if everything is right going in but not coming out then the issue is within the converter box and the whole harness will need to be replaced. You'll also want to check the connectors and ensure the pins aren't damaged or bent or have any loose debris causing a connection issue.
I always recommend installing a diode kit like the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267 over a plug in kit to avoid the converter box issues.
