The 1-1/4-inch Class I trailer hitch receiver we offer, the Curt # C11281 for your 2013 Dodge Dart with dual exhausts installs without drilling and has a 200-lb tongue weight and 2000-lb gross towing weight rating. It is suitable for use with Class I accessories, such as select bike carriers, and for light-duty towing applications provided that your owner's manual says you can tow. The installation does require some trimming of the fascia.
If you are planning to tow you will need to add only a hitch ball (either # 19256 in the 1-7/8 size or # 19258 in the 2-inch size) and a trailer wiring harness, part # C56179.
Also, if you intend to use a Class I bike carrier, the Curt hitch requires use of a stabilizing strap like # 18050. I have included a link to Class I bike carriers in case you are considering such an item.
Hitch installation may be easier if you remove the exhausts from their rubber hangers. This may not be absolutely necessary but may simply provide easier access to the mounting area on the frame.
A spray lubricant like WD-40 can help when removing the exhaust hangers.
