Yes! The RockyMounts MonoRail # RKY10007 will definitely work on a front hitch receiver. One thing you need to keep in mind, though, is bumper clearance. Depending on where your hitch installs on your vehicle, you need to make sure that the measurement from the center of the hitch pinhole to the outside face of the bumper is less than 6-3/4 inches long. This is because the distance from the center of the shank's pinhole on the MonoRail is 6-3/4 inches from the closest part of the rack (while folded up).
As far as transporting bikes, if you wish to add another slot, you can purchase the Expansion Accessory # RKY10005 to add another bike (which will also work on a front hitch).
If you need a front hitch receiver on your vehicle, feel free to respond to this answer with the year/make/model of your vehicle and I will be happy to recommend you the best front hitch available.
