I have a creative solution for you. Unfortunately, all crossbar manufacturers we carry will not give you the proper static weight capacity you need in order to accommodate body weight and the weight of a tent on your 1999 Jeep Tj's hardtop.
However, if you are set on transporting and mounting a tent, I recommend mounting the Thule Tepui Explorer Kukenam 3 Rooftop Tent # TH8001KSK05 on the crossbars of the Malone MicroSport Trailer - 78" # MPG460G. Since the Malone Microsport trailer has a maximum weight capacity of 800 pounds, you will have plenty of capacity for body weight and a rooftop tent. Also, since the crossbar spread of the MircoSport is adjustable between 44-63 inches, I confirmed with Thule that you will have enough crossbar spread to accommodate the Explorer Kukenam 3. For attachment compatibility, the tent will be able to attach to the 1-1/4 inch wide x 1-1/4 inch high square crossbars on the MircroSport.
With the MicroSport Trailer, you will need a few more accessories, including the Curt Towing Starter Kit # C45534. The Curt starter kit includes the required 2-inch ball, the mount, and a hitch lock. You will also need a compatible hitch receiver for your 1999 Jeep Tj such as the Curt Trailer Hitch Receiver # 13408. For wiring the tail lights, you will need a compatible wiring harness like the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118409.
With all of these components, you will be able to travel with a tent on your 1999 Jeep Tj.
