Dual Hitch Reciever Recommendation for Carrying a Bike Rack and Flat Towing a 1997 Jeep Wrangler

I believe I have a better solution for you to allow you to carry a bike rack and flat tow your 1997 Jeep Wrangler. I would recommend you get a dual hitch adapter like a Roadmaster Dual Hitch Receiver Adapter # RM-077-4. You could then use your tow bar on the lower opening and then carry a bike rack on the top opening.
For a 4 bike rack by Swagman that would work well with the # RM-077-4 check out the Swagman Trailhead 4 Bike Carrier # S63380. Check out the review video I attached for this product also.
