The # RM-195225 Roadmaster Hitch Mounted Spare Tire Carrier w/ 2" Receiver Opening will work for you as long as you have the 1/4" bumper clearance indicated by your measurement.
This carrier has a towing capacity of 10,000 lbs and tongue weight of 400 lbs. Keep in mind, the use of this carrier will reduce the capacity of your existing hitch by fifty percent so you will lose the ability to tow or carry anything that exceeds its capacity.
I have attached a customer image which will be similar to the clearance you should have for your reference.
