Your 1997 Jeep Wrangler can definitely be flat towed. We can also get you all the needed parts to achieve this, but there are a few things that will determine which parts are needed.

If you have an off-road bumper that has D-Rings, you can use the Roadmaster # RM-035 for 3/4 inch D-Rings, or # RM-035-1 for 1 inch D-Rings.

If you have a factory bumper or a double tube bumper, you will need the Roadmaster # RM-521424-4. It should be noted that this does not fit models with front leaf springs, however.

The wiring will depend on if you are going to use a braking system or not. If you are not, the Roadmaster # RM-154 will have a 4 flat and will get all the lights working on your Jeep. If you are using a braking system, which is recommended, the # RM-15267 will include a 7 Way plug and all diodes needed for the lights and brake system to work properly.

For a braking system, the Blue Ox Patriot Radio Frequency, Portable Braking System # BLU37TR is the one I suggest. This is easy to use and easy to install. The # RM-88400 relay is required to prevent the towed vehicle's brake signal from overriding the turn signal from the RV when applying the brakes during a turn.

The only other things you will need will be a tow bar, like the Roadmaster Falcon 2 Tow Bar # RM-520, and the safety chains # RM-643. This will be everything needed to get you towing your 1997 Jeep Wrangler.
