For some small children's bikes to be mounted to a bike rack, you need a straight horizontal bar on the bike's frame in order to secure it on the rack. If you have a small children's bike, I recommend the Swagman Deluxe Bike Frame Adapter Bar for Women's, Children's, and Alternative Frame Bikes # 64005.
