If you look at the video I linked, you will see at the 5:06 mark how this rack performs on the road. As you can see, it performs very well, with not much bounce or play. However, straps like the Curt Cam Buckle, part # 18050, can reduce that play even more while also providing peace of mind. As such, I would never recommend against it. The rack will do fine on its own, but the addition of the Cam Buckle will make it even better. I've linked to a video review of it below as well.
