Can Gate King Adjustable Tailgate Support Bars GK74FR Lock The Tailgate In Flat Position?

Can these bars lock the tailgate down in the flat position so that it does not bounce when open and hitting a bump?

The Adjustable Tailgate Support Bars # GK74FR does not lock the tailgate down in the flat position. When the latching pins are engaged and the tailgate is lifted, the support bars will lock into the first position and so on. This will keep the tailgate from dropping all the way down and it will stay in that locked position until lifted up. This will not stop the tailgate from lifting up as you can simply lift the tailgate to lock it into the next catch position. I attached a helpful demonstration video for you.
