Expert Reply:
The Draw-Tite Class II hitch, part # 36297 installs using existing hardware on the 2006 Volvo XC70. On the driver's side frame rail, the exhaust hanger bracket would be removed and the hitch would install using the two bolts that hold the bracket in place. The hitch mounting flange is sandwiched between the exhaust bracket and the frame. On the passenger side, the 2 bolts that hold the tow hook to the frame are used to attach the hitch. The tow hook is not reinstalled. The nuts needed are already welded into the vehicle frame.
If these bolts are missing, you'll need to source them from a Volvo dealer.
I've linked to the installation instructions and to an install video.
