Can Rear Hatch of Vehicle Open with Trunk Mounted Bike Rack Installed

Can the hatchback open with bike carrier on? On and with bikes on?

With trunk mounted bike racks like the Thule Passage 3 part # TH911XT that you referenced you can not open the rear hatch with the rack installed even without bikes loaded. The additional weight on the door would most likely cause it to slam down which would be dangerous and the strap hooks might end up getting bound up between the door and the body of the vehicle and cause damage there as well.
For rear cargo area access with bike loaded you'd need to look into a tilting hitch bike rack like the Thule T2 Classic part # TH83JV instead.
