The Swagman Chinook Bike Rack for 2 Bikes # S64683 will fit with a spare tire if the distance from center of hitch pin hole to the end of the spare tire is less than 6 inches.

If you need something with a bit more clearance for a spare tire, the Hollywood Racks Trail Rider Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Frame Mount # HR200Z allows for 12-1/8 inches from the distance from center of hitch pin hole to the end of the spare tire.
