I have another option for you, but the Redarc Tow-Pro Elite Trailer Brake Controller # RED44FR you were looking at is only able to control electric brakes on a trailer and will not work with the hydraulic brakes of a flat towed vehicle.
Instead you will need a supplemental braking system of which I recommend the Blue Ox Patriot # BLU37TR due to it being very easy to install compared to other systems, and it being a proportional system meaning it matches the braking power sent to the brakes of your towed vehicle to the intensity the brakes are applied in your tow vehicle for smooth stopping.
Depending on your tow vehicle you may also need the 12v Outlet Kit # RM-9332. If you can tell me the Year/Make/Model of your tow vehicle I would be happy to confirm if you will need it or not.
