Why can I not find 15 inch tire spare wheel cover?

Spare tire covers are sold by the diameter of the tire - not the wheel. For instance, a good choice for you would be the Adco # 290-9759 Tire Cover for 24" diameter tires. This will fit nicely for most 14" and 15" wheels. The description page has a long list of tire sizes that this cover will fit.

Also, this cover will keep your spare in excellent condition. I have included a link to other 24" covers as well.

Covers for a 24 inch tire is what is recommend for your 175/80-13 sized spare. Like the Adco covers that comes in 4 different styles: Black #290-1739 White #290-1759 Diamond Plate #290-9759 Camouflage #290-8759
