The Curt Trailer Hitch # C11474 you referenced is not compatible with your 2013 Volkswagen Jetta SportWagen TDI. Instead, you would want the EcoHitch Hidden Trailer Hitch Receiver - Custom Fit - 2" # 306-X7284 which is a custom fit for your vehicle. It also has the more desirable 2" receiver opening. It is a Class II receiver hitch with a maximum weight capacity of 2000 lbs and a maximum tongue weight of 300 lbs.
I have included links to the installation instructions for this product as well as a video of its installation on a 2014 Jetta SportWagen for you. While this not the same model year as your car, the installation techniques are similar.
For your wiring harness, I recommend the Curt Powered Tail Light Converter w/ 4-Way Flat Trailer Connector and Install Kit # C59496. This harness will provide you a powered 4-way trailer connector on your Volkswagen Jetta SportWagen. I have provided a link to the installation instructions for this product.
