Could Kuat NV Carry Two Fat E-Bikes
Question:
I need a hitch mounted bike rack suitable for two ebikes, one has 4” fat tires. Will the Kuat rack work for me?

The Kuat NV part # BA22B that you referenced would be a great option for your two e-bikes as long as they don't have fenders. This rack has a 60 lb per bike capacity and can fit tires up to 4.8 inches in width.
If instead your bikes do have fenders you'd need a rack that grabs the bikes by the frame instead like the Thule EasyFold XT part # TH903202 with the fat tire adapters # TH985101 and you'd be set.
